6. I hope in the course of the next week to reply
fully to your telegram No. 471 of the 4th November regarding
the measures which can be taken to prevent persona with
arns embarking on steamers in Canton. I am still awaiting
certain information on the subject from the shipping com-
panies and the Customs, but I am afraid that the latter
have not sufficient staff to conduct an efficient search
of all vessels and that if this became really necessary
the assistance of the local authorities would have to be
invoked, both for practical and political reasons.
